The first general certification
of national and international experts
according to ISO 17024 in Moscow by means of
«European Personnel Certification Center«EuroZert» («EuroKompZert») under the «Company for Assistance to national and international Expert activity - CAE»
In space of time from 08 till 10.04.2003 the “European Personnel Certification Center “EuroZert” has successfully conducted a competence test of international experts according to the existing in the whole world standards ISO/IEC 17024:2003.
In compliance with the regulations of the standard ISO/IEC 17024:2003, coming into effect at 28.03.2003, a decision has been made to appoint an examination board under the chairmanship of qualified engineer, architect, Mr. Ulrich Springer from Berlin, for individual and collective interlocution on professional matters.
Mr. Ulrich Springer is one of the most experienced in practice international experts in the course of decades. He carries out his expert activity for investors in most of countries of the West Europe as well as in USA and from the ninetieth – in Central – and East Europe, particularly, also in Russian Federation. At leading levels of German expert unions he is a tireless lobbyist for all-European expert activity at equal in rights integration of East-Europe partners.
Among the tested specialists were the best and the most experienced national specialists of the Russian Federation in profession and qualification “International expert for appraisal of immovable property”.
The competence examination has been extended by friendly and reasonable discussions about all questions of international contact network and working relations to support general Russian-German economic relations and to contribute to successful realization of profession by Russian and German experts under conditions of global cooperation.
As a peak of conversation on professional questions can be considered a highly qualified exchange of opinions of the chairman of Committee for appraisal activity of the Chamber of Commerce and Industry of the Russian Federation , prof. V.M. Rutgaiser, with the President of the Association of Appraisal Magister, prof. Mr. S.A. Koplus and with Dr. Mr. O.A. Skufinsky as the head of the Center for ground areas appraisal GUP at the “Federal Cadastral Center - Land”.
For all this, strategy cooperation has been especially agreed with the Board of the Russian Appraisers College under the leadership of its Chairman, Mr. V.V. Kruglikov, and measures for global placing of the Russian Appraisers College have been advised.
Saint Peterburg as one of the future European center of accreditation and certification has been represented in the best way by the head of the Department for appraisal and marketing of the Foundation of Property Saint Petersburg, Mr. A.V. Vassiljev, and by other leading specialists.
The most experienced German experts in Russia, which could successfully prove their theoretical and practical knowledge, are President of the East-European Union of Experts (OSV), certified economist, Mr. Holger Kraft, as well as the first chairman of OSV, Prof. Dr. Mr. F-M. Adam, which is connected during decades with the Russian building complex .
In the examining board under the leadership of Prof. Dr. V.Sh. Gagin, from the Institute of Estate Property and Building Business under Moscow State University for Building, a certified engineer, architect, Mr. Ulrich Springer has summarized: what is required from a recognized in international sphere expert – that is the proof of his actually competence!!!
